Stormwater Management Plans
The Light Regional Council, in partnership with the Stormwater Management Authority and Adelaide & Mount Lofty Ranges Natural Resources Management Board, released draft Stormwater Management Plans for Freeling, Greenock and Kapunda in October 2016 for public consultation. The Plans were subsequently endorsed by Council, subject to some changes which are now being finalised before seeking approval from the Stormwater Management Authority and Adelaide & Mount Lofty Ranges Natural Resources Management Board to adopt.
The Plans have been prepared following detailed investigations that included early and final consultation with residents to understand their stormwater management and flooding experiences. These contributions assisted with the preparation of further modelling and flood mapping to better understand stormwater movement in these key areas during storm events. The Stormwater Management Plans are extremely comprehensive, with the following items reported on:
- Overview of flooding and damages;
- Stormwater management objectives and approach to developing mitigation strategies;
- Non-structural management strategies;
- Structural management strategies;
- Watercourse character and condition;
- Water quality; and
- Cost-Benefit analysis

The Gawler and Surrounds Stormwater Management Plan (SMP) was developed for the Town of Gawler, Light Regional Council and The Barossa Council to provide a holistic framework for managing stormwater across urban and rural areas. The SMP addressed flood management, water quality, water reuse, environmental enhancement and asset management. Following extensive stakeholder and community engagement between 2015 and 2020, the draft was amended and the final version adopted by Council in May 2025. The key points to note relative to the Light Regional Council include:
- Initial proposals for a large open channel and railway culvert were removed given the strong community opposition, with the focus shifted to non-structural measures such as education and planning controls.
- Rear of allotment drainage infrastructure proposed for Hewett; and
- A dedicated Stormwater Management Plan for Roseworthy and Surrounds added as a high priority action to consolidate past studies and include an area greater than what the past studies captured to assess impacts on Gawler Belt and guide future development.
