Behavioural Management Policy

Behavioural Standards for Council Members

A new Behavioural Management Framework for council members commenced on 17 November 2022. This framework is a major component of South Australia’s local government reform.

Elected Members are required to comply with rules and standards that are set out in the Behavioural Standards for Council Members.

Behavioural Standards for Council Members

A key element of this new framework is the Behavioural Management Policy. Councils must prepare and adopt a Behavioural Management Policy which replaces what was previously known as the Council Members Code of Conduct. Councils have a transitional period of time in which to adopt their own Behavioural Management Policy and until such time, the Local Government Association’s Model Behavioural Management Policy has been automatically adopted.

LGA’s Model Behavioural Management Policy

Please read the Policy to understand the complaint management process in full. If you would like to make a complaint against a member of our Council, this must be in writing marked "Confidential Elected Member Complaint" and sent to CEO@light.sa.gov.au or PO Box 72, Kapunda SA 5373 or handed in at Council’s Principal Office 93 Main Street, Kapunda.
